Finally I can open thumb.db and export data.
Its not for use but only interesting.
長い事探してました。やっと開いて摘出できました。
まあ、実用性は無く興味だけですが。

I have a thumbs.db file that I can not delete. It is in a folder that I have removed all images from. When I try to delete the file or delete the folder I get an error message that reads CANNOT DELETE THUMBS: IT IS BEING USED BY ANOTHER PERSON OR PROGRAM. CLOSE ANY PROGRAMS THAT MIGHT BE USING THE FILE AND TRY AGAIN. No other programs are running!

Any ideas? And, thank you in advance if you do. Tony

You can also delete Thumbs.db files by going:
Start>Accessories>Disk Cleanup
When it finishes analyzing tick Thumbnails and press OK.
