1. No where it is mentioned that its only for US customers?

2. Though the clock ticking (or Time left) on the screen is w.r.t. local time zone, they will enable download button as per their timings. (have tried by changing my laptop clock to 22nd, only time disappeared, nothing else happend )

Yes you're right. and to some parts of the world they're are giving away free copies of Windows 7 courtesy of Microsoft.
