I think it tracks the referrer as well.
Try this instead.
1. Use a hong kong proxy.
2. Go to http://www.hkepc.com/4135
3. Then from that page, click the link "登記網站 :http://www.version-2.com/hkepc200909"
4. Fill up the form and the next page will display the ESET Smart Security username and password.

I manage to get it.

Another update: This promo logs the IP address. Once the ip is used to request for the license, it cannot be used anymore.

I tried now about 3 hours ( to got a license for someone interested ) but 3-4 times i got the message ,,Proxy refuses connection,, ...and when i succeded the message was something about HK residents .
