DSL Connection with 2KB TO 8KB speed?

I went to internet cafe to watch videos. But it is very very slow and its gets buffering and i don't get what i want. So, i transfer from another internet cafe and still very slow. Few user maybe 8 or below user on that internet cafe. I tried to download a file and the speed is 2KB to 8KB per second. It is so slow. I compared my speed on my internet at house im using 3G mobile modem with the speed of 28KB to 45KB per second. I wonder why DSL connection from the internet cafe is slower than my mobile modem? Is there a way to speed up internet from those internet cafe? I already tweak settings but still so slow. Unlike, my modem the speed is good and less buffer on videos. I wonder those internet cafe has very slow connection.

We'll never know what happened to the internet connection until we see it with our own eyes. We can only guess that maybe the owner is downloading something... or perhaps installed something to restrict the internet speed.

I guess it was the poor internet service here in Philippines. Some ISP fooling subscriber, giving them slow speed. Some subscriber found out and discover that they are fooled with their ISP.
