Guys please help me about Disabled regedit and ctrl + alt + del

i got problem sir raymond. I couldn’t able to see the folder options + disbabled registry + disabled ctrl + alt + del.

i already download the RRT file but once i unzip the file i get the error message saying "cannot open file: it does not apper to be valid archieve"..i think prob the link…:(

Have just downloaded it and unzipped it. It works fine.
