How to resize image using windows vista built in tool?

Do you know how to resize image using windows vista built in tool? I can't find the option to resize picture in Windows Photo Gallery.
I'm asking this for someone else. No third party software please.

I guess Vista has Paint installed by default (don't use Vista myself)?
Go there, open the picture and click Edit. Then you set the percentages with which you want to reduce it. No third-party, works well, but no batch facility (as far as I know).

There is no such option in the Gallery, not sure in the Live Gallery.
What you can do is to advise for a change...
Paint does that but it's not famous.
Why don't you install Picasa? Some software are popular for good reasons.

No, it's not my computer. I don't want to get blamed if something happens to the computer.

If this is fairly simple Paint should work.
If not, another idea is to use a Portable app, no need to install anything.
For instance, XnView, IrfanView or FastStone Viewer provide portable packages you can use.
