Definitly INTEL Core2 Duo E8500 (3.16GHz) will be better because the x.xx Hz is higher. x.xx is the speed of the processor. The higher the speed, the faster the processor (able to do heavy work).

About tips, let the expert tell you when they logged in online. I am not an expert at computers but I know logic.

Which motherboard are you going for then ?

I would have gone for Intel Core 2 Quad Q9400 because duo core doesn't go well with future immunity .Otherwise E8500 will be faster .

are you into gaming ?if yes get E8500

Quad Core for future purpose.... Coz not many applications are designed for Quad core .. in fact even for Core 2 Duo .
If you change things regularly ( I mean may be 2-3 years ) I would go with Core 2 Duo

-one of my friends runs a Quad and it's crashing constantly
-the CPU gets too hot apparently for him
So if you're able to route off the heat (which you should do, no matter how many cores your CPU is), go for the quad. But if you need to save a bit of money, the Duo isn't going to kill you either.

I thought Quad will give you more speed since the Hertz (Hz) is higher? My friend told me that.
