    Well, there is and there isn't.

    Most times you modify values in your BIOS and give something more power to ramp it up... I don't know the exact details but for the most part, it's safe... just be careful, because if you go too far, you do end up with a fried system.

    Google could help you here far more then I could, I've never overclocked a system.

    As stated above, overclocking the CPU uses the BIOS. Overclocking the GPU, or graphics card, uses software like RivaTuner, GPUTool, AMD Clock Tool, MSI AfterBurner, etc. CPU overclocking with software is never reliable.
