Need help on Wireless Connection

Dear all,

i need your help litle bit here, about networking, i just opened a coffee shop bussiness close to university, we are using a very good connection, but last night i foudn it very slow. in fact it only use by two person.

my question is :

1. how could i know who is using the network?
2. lately net cut is quite famous around here, how can i block those annoying thing from disturbing our connection?
3. if i found somebody is using netcut? is possible for me to block him permanetly from using our connetion.
4. last and very importat, how could i sent a message to all of the user on our network? it, because i see some people only drink a cup of coffee and sit for 4 and hald hour?

oh ya, i am using router Linksyss WRT54gl.
