If you have a router ,i notice a big difference in speed using port forwarding with Bittorrent, i'm sure it should be the same with Utorrent.

Ok here are 2 links:
Replace the port number 39609 with your utorrent's port and enter the url in your browser.Code:http://www.utorrent.com/testport?port=39609
This will test your port forwarding
http://broadband.mpi-sws.org/transparency/bttest.php
This site tests your ISP by emulating BitTorrent traffic and checks if it manipulates it.
I suggest you take a full test and don't use the internet as much as you can during the test (especially downloading and uploading)

Frequently change your port number...
I think It should be 25000 to 64000..

try one of these www.trafficspeeders.com i've tried it stabilized my torrent speed so it wouldn't go down. altough i think it just gives highest priority to your bittorrent application in bandwidth

So many times I have seen this question.
Every router has a different maximum connection load that it can handle before it starts getting overloaded. If you have a linksys router chances are you shouldn't have more that 256 maximum simultaneous inbound and outbound connections, with older netgear routers its usually 256-384 maximum connections varying on the revision of the router.
For diagnostic purposes, if you suspect your router is being overloaded, set your utorrent client to 64 maximum inbound and outbound simultaneous connections. This should not overload your router, well most routers anyway. See if the through put of you torrents is better or not, if not, you may want to consider a vpn to disable your isp from shaping your packet traffic.
