In overall Panda Internet Security is a more completed and more stable than Norman which only has a week firewall a so-so antimalware and a good parental control tool.
Panda has a back up and e few more such as Vaccine and antispam modules etc,
panda is a bit heavy in both computer performance and navigation on internet is a bit slow but it has a good detection ability and very safe Even Pandas firewall is a little better i guess. Panda support is really fast but Norman sucks.
I do not use either for the moment but have used them in their latest Panda 2010 and Norman 7

Panda is far better than Norman. Norman just boast its Sandbox technology, which i see of is far less effective. You can get better than that.

I've been playing with Norman for the last few days. I'm not impressed. I have also used Panda. I like it. I put it on 2 XP systems and have it running the beta on RC7. Its not my first choice, but if the Kaspersky store closes I'll go to the Panda store before I go see Mr Norton, just out of spite.

Out of the two choices, Panda is a no brainer.
