    do you know if there's any website which provides fake virus for users to test if their
    anti-virus program's strong enough to defend their PCs?

    I think,

    most virus activate them self but some of them, like zip file you would have to open it, to activate it but I'm not sure.

    It depends on the virus... Some needs to run to infect and some don't.
